Analysis and Evaluation of CDM Prospects for Coal Bed Methane Projects in India


A number of CDM methodologies for coal mine methane have been submitted to the CDM Executive Board since the submission of the first proposal to GOF. All of these methodologies are based on projects in China, where the project partners have been carrying out a number of CDM-focused CBM project over the last year. None of these methodologies have yet been approved. The interest in these projects in China has resulted from dissemination activities on CDM options for CBM (including by the project partners), government attention to the benefits of utilisation of CBM in mining economies, and mining safety issues over the last year.

The potential for enhanced utilisation of CBM and maximisation of emission reductions from CBM utilisation schemes is very large. The benefits for the global environment from reduced emissions can be substantial. The benefits accruing to the local environment and economy can be similarly large, reducing emissions of pollutants and providing a clean and local energy source to rural communities.

The project partners are IT Power India Pvt. Ltd., IT Power Ltd. UK and Wardell Armstrong.The proposed project will be a major impetus to the Government of India’s ongoing efforts to promote clean energy options and international co-operation in the CBM sector. The proposed project is the firstattempt to addressCDM issues in the CBM sector in India.

Expected Output
 
In order to enhance the interest in CBM, this project will provide a clear understanding of the issues, potential and attractiveness of the CBM sector under CDM. The project will achieve this improved understanding in a number of ways:
Clear reports on the CDM potential of CBM projects; baseline,
additionality and cost issues under CDM; and a review of approved and proposed methodologies and projects under CDM.

- Computer-based pre-feasibility analysis model for analysing the attractiveness of Coal-Bed Methane CDM projects.

- Case study/pilot project and project concept documents for further projects.

- Workshop involving all key stakeholders.
